1K-028 Phase 2 Project

Time and Place of Opening Bids. Sealed proposals for the construction of the 1K-028 Flow Basin Rehabilitation – Phase 2 for the Downers Grove Sanitary District of DuPage County, Illinois will be received at the Administration Center at 2710 Curtiss Street, Downers Grove, Illinois 60515 until 10 A.M., Tuesday, May 8, 2018 and at that time will be publicly opened and unit price total read aloud.

Description of Work. The proposed construction consist of removal and replacement of approximately 1,550 feet of 8-inch sanitary sewer, 425 feet of 10-inch sanitary sewer, 52 building service lines and cleanouts, 7 sanitary manholes, 490 feet of 8-inch storm sewer, 21 feet of 18-inch storm sewer, 5 storm structures, alley, street, and landscape restoration and other miscellaneous items of work.

Information for Bidders. All pertinent documents may be examined at the Downers Grove Sanitary District Office – Administration Center at 2710 Curtiss Street, Downers Grove, Illinois 60515.

Copies of the Bidding Documents may be obtained from QuestCDN Construction Data Network, http://bit.ly/23V1i2M, or from the Owner, Downers Grove Sanitary District, at the above physical address upon a non-refundable payment of $10.00 per set. A free copy of AGC Document No. 220, Construction Contractor’s Qualifications Statement for Engineered Construction, may be obtained at the District Office or electronically by contacting Reggie Jansen from Baxter & Woodman, Inc., Consulting Engineers at 815.444.3391 or rjansen@baxterwoodman.com.

The completed and signed Construction Contractor’s Qualifications Statements will be reviewed and approved on a rolling basis and must be submitted to Mr. Nicholas J. Menninga, PE at the District Office no later than 3:00 P.M. on Thursday, May 3, 2018. After evaluating each Construction Contractor’s Qualifications Statement, the Downers Grove Sanitary District will determine and contact qualified bidders.
The password required for access to the Bidding Documents at Quest CDN Construction Data Network may be obtained after the Owner has approved the required pre-qualification statement.

Not less than the prevailing rate of wages as determined by the Department of Labor or determined by the court on review shall be paid to all laborers, workmen and mechanics performing work under this contract.

The Downers Grove Sanitary District is exempt from the Illinois State, municipal or county Retailers Occupation Tax, Service Occupation Tax, Use Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35. Bid prices shall not include the cost of such taxes.

All Bids must be accompanied by a Bidder’s bond, certified check, bank cashier’s check or bank draft payable to the Downers Grove Sanitary District for ten percent (10%) of the total amount of the Bid as provided in the Bidder Instructions.
A Mandatory Pre-Bid Conference of all prospective Bidders and/or their representatives will be held at the project site located at the intersection of Burlington Avenue and Grant Street in Westmont, Illinois 60559 on Tuesday, April 24th 10:00 A.M. Bidders are required to attend and participate in the conference.

Rejection of Bids. The Board of Trustees reserves the right to reject any or all Bids and to waive technicalities. Unless the Bids are rejected for good cause, award of contract shall be made to the lowest responsible and responsive Bidder.

NOTICE TO BIDDERS AND
BIDDING INFORMATION AND INSTRUCTIONS

Sealed bids will be received by the Downers Grove Sanitary District during the regular business hours of Monday through Friday, 8 a.m. to 4:30 p.m. at 2710 Curtiss Street, Downers Grove, Illinois 60515, for the sale of used equipment. The used equipment is an Atomic Absorption Spectrometer Equipment with flame and furnace apparatus and desktop computer with monitor specifically designed for use with unit. Bids will be accepted until 10 a.m., Wednesday, December 6, 2017 and at that time will be publicly opened and read. A full listing of the items available can be found below or from the District office, 2710 Curtiss Street, Downers Grove. Photos of the equipment can be found below.

All bids must be in a sealed envelope marked “USED EQUIPMENT BID – AA”. The bid must include the bidder’s name, signature, address, and daytime telephone number, the item number, item description, and bid amount.

Successful bidders will have nine (9) working days after notification of award, to pay for and claim the item, including removal of the item from District property. If the item is not paid for, claimed and removed from District property within the nine working day time period, the bidder will lose all rights and claims to the item. Payment must be made in cash, money order, or cashier’s check. The equipment is being sold “AS IS” with no warranties or guarantees.

The equipment may be inspected between the hours of 9 a.m. to 3 p.m. weekdays from Monday, November 6 through Tuesday, December 5. Anyone desiring to view the items must first check in at the Administration Center, 2710 Curtiss Street, Downers Grove, Illinois 60515.

Successful bidders must arrange pick-up of their item(s) with Clay Campbell, Administrative Supervisor, and must be accompanied by a District employee when the item is picked up. The Downers Grove Sanitary District reserves the right to accept or reject any or all bids. Questions regarding bid procedures should be directed to Clay Campbell at (630) 969-0664.
