ADVERTISEMENT FOR BIDS

 

DOWNERS GROVE SANITARY DISTRICT OF DUPAGE COUNTY, ILLINOIS

 

1.         Time and Place of Opening Bids.  Sealed proposals for the construction of the Wastewater Treatment Center Improvements Belt Filter Press Replacement for the Downers Grove Sanitary District, DuPage County, Illinois, will be received at the District Office at 2710 Curtiss Street, Downers Grove, Illinois 60515 until 10:00 A.M., September 3, 2008, and at that time will be publicly opened and lump sum price read aloud.

 

2.         Description of Work.  The proposed construction consists of replacement of a belt filter press at the District’s wastewater treatment center, including removal and disposal of existing equipment, controls, polymer tank and piping, and plant effluent piping, and furnishing and installing a new belt filter press with hydraulic drive unit, three new shaftless screw sludge conveyors, a new belt filter press control panel, sludge storage retaining wall, and new plant effluent piping complete with all necessary structural work, piping, valves, mechanical equipment, electrical and other miscellaneous items of work.

 

3.         Information for Bidders.  All pertinent documents may be examined at the Downers Grove Sanitary District Office or at the following offices of Baxter & Woodman, Inc., Consulting Engineers:  8678 Ridgefield Road, Crystal Lake, Illinois 60012; 256 South Pine Street, Burlington, Wisconsin 53105; 8840 West 192nd Street, Mokena, Illinois 60448; 1788 Sycamore Road, DeKalb, Illinois 60115; 31 South Seymour Avenue, Grayslake, Illinois 60030; 24402 West Lockport Street, Suite 227, Plainfield, Illinois 60544; and 300 Park Boulevard, Suite 355, Itasca, Illinois 60143.

Copies of the Bidding Documents may be obtained from the Downers Grove Sanitary District, upon a non-refundable payment of $65 per set.  Documents can only be purchased at the District office.

Not less than the prevailing rate of wages as found by the Owner                                         or the Department of Labor or determined by the court on review shall be paid to all laborers, workmen and mechanics performing work under this contract.

If at the time the Agreement for this Project is executed, or if during the term of the Agreement, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570/0.01 et seq., as two consecutive months of unemployment exceeding five percent (5%), the Bidder agrees to employ Illinois laborers in accordance with the “Employment of Illinois Workers on Public Works Act”.  An “Illinois laborer” is defined as any person who has resided in Illinois for at least thirty (30) days and intends to become or remain an Illinois resident.

The Downers Grove Sanitary District is exempt from the Illinois State, municipal or county Retailers Occupation Tax, Service Occupation Tax, Use Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35.  Bid prices shall not include the cost of such taxes.

All Bids must be accompanied by a Bidder's bond, certified check, bank cashier's check or bank draft payable to the Downers Grove Sanitary District for ten percent (10%) of the total amount of the Bid as provided in the Bidder Instructions.

 

4.         Rejection of Bids.  The Board of Trustees reserves the right to reject any or all Bids and to waive technicalities.  Unless the Bids are rejected for good cause, award of contract shall be made to the lowest responsible and responsive Bidder.
