GETTING SEWER SERVICE
Sewer service can be obtained in the planned service area of the Downers Grove Sanitary District. A map of our Facility Planning Area Boundary will be made available here soon. Our Facility Planning Area Boundary defines the area where we have agreed with neighboring sewerage districts that we will provide service when customers are ready for sewer service. Planned service areas include areas that are not currently in our existing service area. As new customers become ready for sewer service, their properties are annexed into our service area.
Where public sewers are currently adjacent to an unsewered property, an applicant is expected to pay applicable tap-in fees, and construct a service lateral and waste plumbing in accordance with our design standards. Our design standards are consistent with national plumbing codes, and are designed so that your service lateral will provide many years of trouble-free service, and a minimum of rain and groundwater will get into the sanitary sewer.
Where a public sewer needs to be extended to reach an unsewered property, an applicant is expected to share in the cost of that new length of public sewer. There are a number of alternative ways to finance and manage the construction of a public sewer extension. Once the sewer is built, tap-in fees and service lateral construction follow as described above.
In most cases, unsewered property needs to be annexed into the service area of the Downers Grove Sanitary District to obtain sewer service. Property needs to be contiguous with existing boundaries, requiring the annexation of roadway easements or other properties in certain cases. It is important to understand that annexation into the Downers Grove Sanitary District does not mean the property is annexed into any other municipality. Our annexation process is exclusively for sewer service and does not cover other services provided by the villages in our area.

Sewer Connections

Where an existing adjacent sewer is available, the property owner or builder needs to apply for service by completing a Sewer Permit Application. Different forms are available:

Disconnection or Demolition Sewer Permit Application Form
Applicable fees include a sewer permit and inspection fee, and can include other fees including annexation application fees, trunk sewer service charges, lateral sewer charges, and recapture costs, depending on your specific situation.

Sewer Extensions

Sewer extensions are needed to expand the sewer system for unsewered properties without adjacent sewers. Public sewer construction can be financed by the District (with repayment through a Special Assessment), or by any interested entity with the demonstrated ability to complete such a project.

Special Assessment Procedures
If a majority of property owners in the area to be served by a sewer extension agree to the sewer extension, we will finance and manage the construction of the sewer extension. We will recapture the construction cost by applying a Special Assessment to the affected properties, billed annually over a number of years.
We provide informational meetings to groups of property owners interested in installing sanitary sewers. We schedule such meetings for groups from the same neighborhood or street after receiving notice that such interest may exist in such an area. Anyone interested in pursuing the installation of sanitary sewers in their area should contact our office.

Cash Plan Procedures
In such cases, a recapture agreement is put in place, allowing the financing entity to recover a portion of the construction cost each time new customers tap-in to the extended sewer.
For developers, recapture agreements are allowed, as well. The first step for a developer is to complete and submit our Sanitary Sewer Service Request Form:

Annexation

Property that is served by us must be within our service area. The process for bringing new properties into our service area is called annexation. As properties are annexed, the County records them, and includes them in our property tax base.
The first step in the process is to complete and submit our Annexation Application Form.
Fee Schedule

Fees associated with connecting to the Downers Grove Sanitary District’s sewer system are updated routinely to account for changes in associated incurred costs.
